Support of National Hurricane Center's 96 and 120 hour forecast

As the NHC started to issue 96 and 120 hour forecast in 2003, the Hurrtrak system was modified to handle these new extended forecast positions.

This includes changes to the graphical display of the storm's forecast track as well as other key functions
